A stochastic variational principle for the (deterministic) Navier-Stokes equation is established: the velocity field can be considered as a generalized velocity of a diffusion process with values in the diffeomorphism group of the underlying manifold. Navier-Stokes is therefore characterized as a perturbed equation of geodesics, as (according to V. Arnold) Euler equation can be interpreted as an equation of geodesics in the same space.
